Paul here explains what character traits an Elder will exemplify.  He also identifies three arenas where these traits will be displayed.  If a man displays these traits, desires the work of an Elder, and is able to teach then God has approved him for the office of overseer.  The church is then responsible to recognize him as such and submit to his teaching.  This sermon by Charlie Nason is from 1 Timothy 3:1 - 7.
