Paul identifies the qualification of the men who are to teach and have authority.  He calls them Overseers and lists their qualifications but who are they?  What do they do and how?  Paul does not address this here.  The word overseer is used synonymously with two other words in the New Testament: Elder and Shepherd.  Peter uses these three words in 1 Peter 5:1 - 4 and shows us who Elders are?  Sermon by Charlie Nason from 1 Timothy 3:1 and 1 Peter 5:1 - 4.
